Abstract

All rights reserved.This article studies the construction of hydraulic infrastructure as a state policy aimed at achieving maximum water efficiency for the irrigation system in Chile in the first half of the 20th century. It shows the growing influence of engineers and bureaucrats in the control of watercourses, through dams, aqueducts and canals, in order to guarantee the availability of water for the population and, consequently, to take advantage of science as a means to achieve national progress. The yield of this type of infrastructure projects, the economic costs for both the State and the benefited irrigators, and the interests mobilized by individuals to make use of this technology, show the repercussions that the hydro-modernizing enterprise had on Chilean society, especially those related to the implementation of a network of practices and mechanisms for the accumulation of power. In this sense, it is possible to observe the exclusion of rural populations, the devastation of territories, among other effects. Specialized bibliography, written press, session journals of the National Congress and of the Ministry of Public Works Fund, among other sources, were analyzed for this work.
