El estudio analiza la accesibilidad a equipamientos colectivos en modos de transporte, mediante una serie indicadores cuantitativos, utilizando análisis de redes. Se emplean datos de viajes en modos de transporte privado, público y caminata, de la encuesta Origen-Destino (2004). Los resultados evidencian diferencias en la accesibilidad entre el centro y periferia de Los Ángeles. De hecho, la población del centro tiene alta acce-sibilidad, concentrando las mayores y mejores oportunidades. En contraste, la po-blación periférica en crecimiento que, en su mayoría, viaja largas distancias para acceder, especialmente en caminata. Este análisis contribuye a discutir sobre las implicancias de las oportunidades y el papel del transporte en la movilidad de ciu-dades medias de Latinoamérica con un centro preponderante.

- ItemAccessibility and the Capabilities Approach: a review of the literature and proposal for conceptual advancements(TAYLOR & FRANCIS LTD, 2021) Vecchio, Giovanni; Martens, Karel; CEDEUS (Chile)The Capability Approach, developed by Sen and Nussbaum, has recently gained increasing attention in the transport literature. This paper adds to this growing body of literature by investigating how the approach can generate consistent evaluative approaches to inform (urban) transport planning. The paper reviews the mobility literature that has investigated the Capabilities Approach and identifies the opportunities and challenges of employing the approach as a basis for transport planning. The review highlights the different, and sometimes patchy, ways in which the key notions of the approach have been conceptualised and operationalised. Discussing this growing but scattered literature, the paper embraces the emerging direction that understands accessibility as the capability that transport planning and policy should consider. Further refining this understanding, the paper proposes a twofold evaluative approach combining a top-down and a bottom-up component to capture the myriad of conversion factors shaping people's accessibility-as-capability and functioning. By systematically adopting the Capabilities Approach, transport planning and mobility policies will be directed to enhancing each person's freedom to pursue the life they have reason to value in contemporary societies.
- ItemAccessible Tourism and the Role of Public Transport Provision: Comparing the Access to Attractions for Tourists with and without Disabilities in Bangkok(American Society of Civil Engineers, 2020) Fernandes Ferreira, Amanda; Leite Damaceno, Aline; Chang, S. K. JasonTourism is acknowledged as one of the world's most important economic sectors, responsible for a significant share of global GDP. Transport is a key element for this industry, as one of the factors that affects the attractiveness of a tourist destination. Worldwide, it is estimated that more than 130 million people have some sort of disability that requires the use of a wheelchair and that number will tend to increase, due to the rapidly aging population. The provision of wheelchair-friendly transportation, particularly in the public sphere, is essential to ensuring access to tourist attractions. In that context, in this paper we aim to assess how the absence of fully accessible public transportation affects the tourism of wheelchair users. To perform this study, the city of Bangkok was chosen, which ranked as number one in the list of most visited destinations in 2018. As the literature shows that tourists usually prefer to use railways rather than buses when they are traveling to unfamiliar places, this study considered only the urban rail systems in the analysis. In order to evaluate the influence that the provision of wheelchair-friendly transportation has on the access to tourism, the most visited tourist attractions, as well as their locations within the city's municipal area, were identified and sorted. Data on the number of lines and stations, accessibility status of each station, and its distance from the tourist destination were also collected. The geographic information system tool was then used to analyze the station coverage. The results showed that the lack of accessibility in some stations or their distance from the destinations can create inequality of access. Moreover, insufficient provision of accessibility is a critical issue that can inhibit the tourism of people in wheelchairs, which in turn can lead to a potential economic loss for the sector.
- ItemActive mobility, equity and inclusion(2025) Larrañaga, Ana Margarita; Ortúzar, Juan de Dios; Oviedo, Daniel; Ruiz-Padillo, AlejandroThe expansion of urban areas in Latin America and the Caribbean (LAC) has been marked by spatial fragmentation, unequal infrastructure provision, and accessibility gaps. In this context, active mobility - such as walking and cycling - has emerged as a key strategy to promote more sustainable, inclusive, and efficient urban environments. However, despite growing interest, significant gaps remain in the research agenda for active mobility in LAC. This paper identifies research priorities for advancing active mobility in the region, based on discussions from a workshop organized by the Inter-American Development Bank (IDB) during the XXII Pan-American Congress of Transportation and Logistics (PANAM 2023) in Guayaquil, Ecuador. The results highlight the need for further research on the social, economic, and environmental impacts of active mobility, including its relationship with health, safety, and transport equity. Additionally, opportunities for integrating active mobility with public transport and applying advanced data analytics to understand travel behavior were identified as key areas for exploration. By addressing these research gaps, this agenda aims to strengthen evidence-based policymaking and enhance the role of active mobility in sustainable urban development across LAC. Advancing this knowledge will not only contribute to reducing emissions and improving health outcomes but also support a transition toward more equitable and efficient transport systems in the region.
- ItemAdaptándose a la convergencia: Evolución del second screening en Twitter y en programas políticos de TV(Pontificia Universidad Catolica de Chile, 2020) Angeles Miranda Bustamante, Mariá De Los; Fernandez Medina Francisco JavierVer televisión y usar Twitter al mismo tiempo cambia la naturaleza de la experiencia mediática; por ello, esta investigación cuantitativa utiliza un análisis de frecuencia y el índice de seminalidad para describir la evolución de esta convergencia entre 2013 y 2017 en programas políticos chilenos. En la comparación, se detectó un aumento del second screening, o uso de segunda pantalla, entre televisión y Twitter por parte de los usuarios, mientras que los medios dejaron de gestionar sus cuentas oficiales. Esta conducta denota una creciente autonomía de ambas pantallas, lo que es coherente con la convergencia comprendida por Jenkins como la creación de conexiones entre contenidos dispersos.

- ItemAnalisando o uso de redes sociais para o comportamento de protesto: o papel da informação, da expressão de opiniões e do ativismo(2014) Valenzuela Leighton, Sebastián AndrésEstudos recentes têm demonstrado conexões entre a frequência do uso de redes sociais e a participação política. No entanto, não há uma elucidação clara de como esse uso de redes sociais se traduz em um aumento da atividade política. O presente artigo examina três possíveis explicações para essa relação, no âmbito do comportamento de protesto dos cidadãos: a informação (redes sociais como uma fonte de notícias), a expressão de opiniões (uso das redes sociais para expressar opiniões políticas) e o ativismo (juntando-se a causas e descobrindo informações para a mobilização por meio de redes sociais). Para colocar essas relações à prova, este trabalho utiliza dados de pesquisa de opinião, coletados no Chile em 2011, durante manifestações que exigiam mudanças amplas em políticas educacionais e energéticas. Os resultados sugerem que o uso de redes sociais para a expressão de opiniões e para ativismo pode mediar a relação entre o uso geral das redes sociais e o comportamento de protesto. Estes resultados podem aumentar nosso conhecimento sobre os usos e efeitos das redes sociais e fornecer novas evidências sobre o papel das plataformas digitais como facilitadoras da ação política direta.

- ItemBus Rapid Transit: End of trend in Latin America?(Cambridge University Press, 2024) Hidalgo D.; Giesen Encina, Ricardo; Muñoz, Juan CarlosBus Rapid Transit (BRT) has grown fast in the last 25 years, promising low-cost, rapid implementation, and large positive impacts. Despite advances, many systems in middle- and low-income countries face operational and financial issues, particularly in Latin America. Some practitioners, researchers, and decision makers, and the media are questioning its ability to provide quality services. Is this the end of a trend? To answer this question, this paper explores the status of the BRT industry and literature on the topic, with a focus on Latin America, as well as the emblematic cases of Curitiba, Quito, Bogotá, Mexico, and Santiago. Overcrowding, lack of reliability, fare evasion, issues of safety and security, and poor maintenance are evident problems in these and other cities. They seem to be a result of institutional and financial constraints, as well as technical limitations of surface-based transit modes. BRT has been able to deliver high-capacity and fast and reliable services, but requires permanent management and investment to face growing demand and aging infrastructure and vehicles, just like rail systems do. In addition, attention needs to be provided to data, technology innovation, urban integration, and public participation to keep BRT as an integral part of multimodal high-quality sustainable mobility networks in the future.
- ItemCar dependency in the urban margins: The influence of perceived accessibility on mode choice(2024) Blandin, Lola; Vecchio, Giovanni; Hurtubia González, Ricardo Daniel; CEDEUS (Chile)Car dependence is a dimension of transport poverty whose subjective components have been limitedly explored. Research on car dependence highlights the incidence of transport costs, assesses the multidimensional vulnerability of car-dependency and the possibility to access valued opportunities. However, people’s perceptions and their perceived ability to access destinations may better reflect the way they move in car dependent settings. In this paper, we aim to examine what are the determinants of perceived accessibility and to which extent perceived accessibility influences mode choices in such areas. Based on a survey carried out in four peripheral and periurban municipalities in the Metropolitan Region of Santiago de Chile, we examine how subjective perceptions of accessibility contribute to explain modal choice in the outskirts. Results show that perceived accessibility has a negative net impact on the utilities for both car and public transport, which means that a low perceived accessibility increases the likelihood of choosing motorized modes. Moreover, residents from peripheral municipalities tend to perceive a higher accessibility than households from periurban areas, who are excluded from the public transport system. These findings show the importance of providing nearby opportunities and convenient alternatives to limit car dependency, especially in periurban areas

En Chile, la implementación de este tipo de infraestructura quedó en manos municipales, recibiendo escaso y tardío apoyo del gobierno central. La Municipalidad de Renca fue capaz de realizar una de estas intervenciones, la que es analizada en el presente documento.

Este documento presenta estas incongruencias para el caso de Santiago y propone medidas para la implementación de ciclovías de calidad.

- ItemComparing COVID-19 in the antipodes: insights from pandemic containment strategies on both sides of the Pacific(2022) Benita, Francisco; Fuentes Arce, Luis; Guzmán, Luis A.; Martínez, Rafael; Muñoz Abogabir, Juan Carlos; Neo, Harvey; Rodríguez Leiva, Sebastián; Soza Parra, Jaime Antonio; CEDEUS (Chile)That the COVID-19 pandemic is unprecedented in terms of its scale, spread and shocks can be evinced by the myriad of ever-changing responses cities all around the world have rolled out throughout the different waves of outbreaks. Although the threat is similar across the world, it took some time before its reach became global and the waves of outbreak are experienced by cities at different times. While this staggered spread imply that some cities might manage the virus better as they learn from the experiences of cities which had been amongst the earliest to face the virus, the reality is more complicated. In the early stages of the pandemic, the global consensus on the best way to contain the virus swiftly converged in the interlinked strategies of restricting the movement of people and minimizing their social contact. However, the effectiveness of these strategies differ greatly between cities. To that end, this study focuses on COVID-19 responses in two regions (Latin America and Southeast Asia) and examines the evolution of the first wave of COVID-19 outbreaks during 2020 in Singapore, Jakarta (Indonesia), Bogot´a (Colombia) and Santiago (Chile). The study is based on a comparative approach and uses a variety of data sources, namely morphology, density, housing concentration, mobility, and governance in the four analyzed cities. The goal is to shed light on the response of city governments in these two different regions in terms of mobility restrictions in order to reduce the cases of new infections. The results show the relevance of urban policies and their territorial approaches, particularly in terms of mobility and public transport networks in the four cities.
