Facultad de Arquitectura, Diseño y Estudios Urbanos. Escuela de DiseñoThe territory is configured as a space that is limited, occupied, and used by different actors. From these, diverse relationships of complementation and reciprocity but also conflict and con-frontation are generated in the form of complex systems, mak-ing the territory a “system of systems” (Lurås, 2016; Jackson & Keys, 2019). It evokes the concept of intersectionality, as it is used to designate the perception of power relations, putting in doubt the existence of empowerment of certain less favored actors. Systemic design is a practical-methodological-theoret-ical field where systems and design thinking and practice con-verge to address the complexity of citizen participation as the relationships of various elements, having multiple foci, consid-ering these elements as human or non-human from a territorial point of view. Service design proposes that the actors of the ecosystem are considered “users” and “co-producers” of the service since all of them interact with the DRA at some level. Through co-production and co-creation techniques, around 30 community citizen online workshops and 16 participatory webinars were carried out. The objective of these workshops, in addition to contributing to the elaboration and adjustment of the diagnosis and Design of the Regional Development Strat-egy (ERD) of Los Lagos, Chile, seeks to generate social innova-tion. The use of databases and various media made it possible to design workshops in remote mode, which achieved effective participation of more than 2,000 people
- ItemGestión urbana municipal a escala metropolitana: modelos en competencia(Pontificia Universidad Católica de Chile. Instituto de Geografía, 2012) Orellana Ossandon, Arturo Maximiliano; Allard Serrano, Pablo; Nespolo Rossi, Romina Valeria; Mercado, JoséThe triggering question that drives the development of this article is: what do we understand by municipal urban management?, that is, in close relation with Chile's metropolitan areas. In order to find a suitable answer to this quesion, we had to work on the methodological construction of some kind of consensus among different areas of interest (public sector, private sector, academic and civil society) to clearly define what municipal urban management is. Once the answer to the previuosly stated question was found, it was determined than inside the metropolitan space there interact three different models of municipal urban management and that due to the absence of a metropolitan government, as it were, each municipality fosters or gets close by to any of these models under a legal framework in an autonomous way. We will name the first model "Services", where citizens are predominantly clients and the service market acts as an active transformer of the urban space but without any relevant participation of the civil society. The second model will be that of "Promoter", where the municipality directly acts upon those decisions concerning private investments, either directly or indirectly, but without any significant role of the population. Last but not least, the third model will be named "Participative", which aims towards a rather active role of the population acting upon the decision making processes as far as the municipal urban management concerns, highly hindering the market's effect upon it.
- ItemLa regionalización en un contexto de urbanización regional: desde los desafíos a las propuestas de nuevos criterios dezonificación para el caso chileno(2018) Rehren Bargetto, Alfredo José; Orellana Ossandon, Arturo Maximiliano; Arenas Vásquez, Federico Alberto; Hidalgo Dattwyler, Rodrigo AlejandroLas dinámicas de transformación a escala regional de las ciudades en Latinoamérica en las últimas décadas, representa un desafío importante para la regionalización, conforme el espacio de flujos y dinámicas de intercambio de bienes y servicios, la generación de procesos migratorios rural-urbano y de población flotante entre núcleos urbanos de diferente tamaño compromete de manera determinante las condiciones de desarrollo del territorio no sólo urbano, sino territorial y ambiental. Sobre qué criterios debe sostenerse o modificarse la regionalización, resulta ser un punto de partida importante para emprender transformaciones en materia de gobernabilidad, planificación y gestión para que las regiones tengan real protagonismo en el desarrollo nacional y local. En la siguiente propuesta se pretende establecer un ejercicio teórico con un enfoque espacialmente multivariable, que permita ensamblar nuevos criterios para los procesos de regionalización que se avecinan, en un contexto marcadamente neoliberal. En conclusión, los indicadores que resultan del presente ejercicio, permiten avanzar en una región más competitiva, cohesionada socialmente y ambientalmente sustentable.

Instituto de GeografíaBased on a context analysis on the evolution of paradigms around land planning from a recent perspective, this work focuses on describing and analyzing the political, regula-tory and institutional process in terms of its potential impact on land planning for regions from an interpretive approach. In particular, the implications of Law 21.074 are taken into consideration in the various planning instruments at the intercommunal or regional level based on some criteria that are related to political, administrative and fiscal decentraliza-tion, for which previously some historical antecedents are specified that precede the new scenario for the exercise of regional governance in matters of land planning. In summary, this work demonstrates that the possibilities for the regions to exercise proprietary governance in matters of land planning, turn out to be only minimal in terms of their incidence, even with the existence and approval of a Regional Plan for Land Planning.

The purpose of this entry is to characterize this concept and discuss the challenges of setting conceptual delimitations and classifications in different geographical contexts over time. Additionally, the entry analyzes the growing challenges metropolitan areas face due to the contemporary tendencies of urbanization, in particular the difficulty of governing these complex and dynamic spatial units.

- ItemUrbanización planetaria y la reconstrucción de la ciudad(RIL editores, 2016) Orellana Ossandon, Arturo Maximiliano; Link Lazo, Felipe Alejandro; Noyola, JuanEl actual proceso de urbanización planetaria, que experimenta el mundo desde finales del siglo pasado, plantea desafíos importantes a la tarea de dilucidar la forma de abordar la gobernabilidad, planificación y gestión de las grandes urbes en este nuevo siglo. Aquí se presenta el resultado de destacadas investigaciones de Europa y América Latina sobre estos desafíos que se han ido planteando en los últimos años, particularmente en torno a los encuentros de la Red de Investigación sobre Áreas Metropolitanas de Europa y América Latina (RIDEAL) en Monterrey (2011), Medellín (2013) y Santiago (2015).
