    ISOT-COVID | Condiciones socio-territoriales para las medidas de control y prevención del Covid-19

    Este documento presenta resultados preliminares del Proyecto ANID COVID 0584 “Vivienda, barrio y ciudad en el control de epidemias. Consideraciones sociales y urbanas para la formulación de políticas públicas de aislamiento y de distanciamiento físico en Chile”, financiado a través del Concurso para la Asig-nación Rápida de Recursos para Proyectos de Investigación sobre el Coronavirus (COVID-19) del año 2020. El objetivo general de este proyecto es “Comprender y analizar los factores sociales y urbanos que inciden en la disposición al aislamiento y al distanciamiento físico a escala de vivienda, barrio y ciudad, y que deben ser considerados en las políticas públicas para el control y prevención de la actual pandemia y de sus efec-tos en Chile”.

    Mecanismos de incentivos y accesibilidad urbana: Recomendaciones para la planificación urbana local

    La Ley de Aportes al Espacio Público (Ley N° 20.958) promulgada en 2016, ajusta los mecanismos para cuantificar los impactos de proyectos que conllevan altos niveles de crecimiento urbano, ya sea por extensión o densificación, y detalla en su artículo Nº184, que los Planes Reguladores Comunales podrán otorgar incentivos en las normas urbanísticas en todo o parte de su territorio. Si bien el uso de incentivos en la planificación urbana chilena no es nuevo, los ajustes legislativos de la Ley de Aportes al Espacio Público y el desafío de diseñar estos mecanismos, motiva la elaboración de este diagnóstico del caso chileno, una revisión de antecedentes teóricos y legislativos, y la revisión de casos internacionales, para terminar con una propuesta de recomendaciones desde CEDEUS para el nivel municipal. A ello se agrega que el potencial del uso de mecanismos de incentivos para la planificación de nuestras ciudades, ha sido abordado en la Política Nacional de Desarrollo Urbano (PNDU), tanto en temáticas de integración social, desarrollo económico, patrimonio cultural, y de desarrollo de asentamientos humanos y productivos sustentables (PNDU, 2013). Esta propuesta se apoya en la investigación “Evaluación de los mecanismos de incentivos en la planificación urbana comunal”, llevado a cabo en el contexto del convenio entre el Ministerio de Vivienda y Urbanismo y la Facultad de Arquitectura, Diseño y Estudios Urbanos de la Pontificia Universidad Católica de Chile y con el Instituto de Estudios Urbanos y Territoriales de la misma universidad.

    Territorial Infrastructure Support Index (ISIT): A theoretical and empirical contribution to the analysis of lag zones in Chile

    Through a review of the literature on infrastructure, a study of internationalexperiences, expert knowledge, and the elaboration of a Territorial Infrastructure SupportIndex (ISIT), this paper provides a comparative analysis of the development conditions –regarding infrastructure and services – for the location of productive economic activities,at the regional and provincial level in Chile. The results show contrasts between regionsand within them, revealing the state of the current situation for each of the six dimensions:Water, Energy, Telecommunications, Roads, Logistics, and Resilience, as well as for theirsynthetic indicator ISIT. The results of the ISIT have been contrasted with the recentdefinitions made by the Government of Chile regarding the definition of lag zones, findingimportant coincidences at the provincial level that allow validating the ISIT as a tool forthe analysis of gaps in infrastructure and equipment for development of economic andproductive activities in Chile.

    The role of socio-territorial conditions and distance to infrastructure for promoting recycling in Latin American cities: The case of Santiago de Chile

    Convenient distances and higher density of drop-off points are expected to increase the probability of people participating in waste separation. However, although several analyses search for optimal distances between users and drop-off points, they tend to concentrate on European case studies. Few studies have analysed the actuallyexisting experiences regarding these factors in cities from the Global South. In this context, the authors provide an analysis on Santiago, the capital of Chile. A survey (N = 387) is generated to represent five neighbourhood clusters, and a logit binary outcome model is used to analyse the data. The research also considers territorial conditions based on the specific characteristics of the Latin American cities, particularly socioeconomic variables and location (i.e. centre versus periphery). The findings point towards a prominent role of educational levels, and an inverted U relationship between proximity to drop off points and the probability of recycling. Additionally, in the case of metals, results indicate that probability of recycling is higher both in the areas that concentrate the poor and in those that concentrate the rich. Such result is most likely associated to a contrasting relationship between recycling and socioeconomic variables: one linked to the need of generating income, and the other to privilege (i.e. conspicuous consumption and domestic workers).
