    La Mediación Penal Restaurativa Juvenil en el marco del nuevo Servicio Nacional de Reinserción Social Juvenil en Chile: Principios y fundamentos de una norma técnica

    In 2018, the Government of Chile proposed a law project creating the National Youth Social Reintegration Service, modifying the current youth criminal justice system and incorporating a new national Victim-Offender Mediation Program, based on the principles of restorative justice. This article proposes the principles and foundations for technical standards associated with the management processes that aim to ensure the quality of the processes and services offered. Our methods relied on a qualitative design, including interviews, focus groups, expert panels, and validation meetings with government technical counterparts. The findings showed four principles to guide a technical standard: specialty, inclusion, accessibility and integrality, which should be translated into an operational definition that approach to implementation systems, safeguarding quality standards.
