Conflictos por la vivienda en el Gran Santiago(2021) Fuster Farfan, Xenia; Alvarado Peterson, Voltaire; Hidalgo Dattwyler, RodrigoBased on case studies located in Las Condes and Penalolen, both municipalities of Greater Santiago, an examination of the conflicts that triggers integration through subsidiary instruments promoted by the State within the framework of new guidelines for social and territorial integration. The analytical proposal is framed in three axes: the crisis of the social link, the principle of recognition and conflicts surrounding the NIMBY phenomenon. The case studies contemplate different stages for these conflicts, which allows the delivery of a classification essay as final considerations to advance their study and contribute in the future to a policy that is still novel in the Chilean context.

To do this, it is asked whether it is possible to consider the current subsidiary social housing policy, as a model emulated by Latin American governments to materialize the deregulation of the urban land market in the region. Specifically, they analyze the regulatory and institutional frameworks of Chilean housing policy, with the implementation of the conditional system of location subsidies in Mexico.

La política de vivienda chilena entre la financiarización, la subsidiariedad y la integración social(2022) Hidalgo Dattwyler, Rodrigo ; Vergara Constela, Carlos Daniel ; Gutierrez Aguilera, Diego ; Capetillo Constela, Cristian ; Alvarado Peterson, VoltaireChilean real estate financialization is explored from the perspective of the subsidiary State, the programmatic development of housing policies and the leading role that indebtedness has assumed as a mechanism and as a possibility of social distinction. For these purposes, a general review is made of the general transformations of capitalism, in order to position the financial. Within this framework, housing has played a key role both as an asset and as a form capable of absorbing surpluses. Based on this, general statistics are analyzed at the banking and subsidiary level on housing and focusing on the documentary analysis of the texts that provide legal support and programmatic direction to them and to the current National Urban Development Policy. From this point, the subsidy instrument is discussed, together with the relationships it articulates with indebtedness, and the current paradigm of social integration is criticized. The conclusion presents a reading of Chilean neoliberalism, which, at least in its spatial and housing facets, depends on mechanisms of institutional viability for its survival.
