- ItemFlood risk and imprudence of planning in Extremadura, Spain(ELSEVIER SCI LTD, 2020) Jimenez Barrado, Victor; Campesino, Antonio Jose; Alvarado, Voltaire; Hidalgo, Rodrigo; Borsdorf, AxelThe natural risks of flooding inherent to Mediterranean climates is a well-known fact, but one difficult to gauge and rarely accurately in terms of space, quantity and degree. Fortunately, in Spain the national Cartographic System for Flood Areas (SNCZI) partially compensates for the deficit, calculating the probability of these natural phenomena. The present paper describes the number, location and characteristics of the homes exposed to flooding in Extremadura. The methodology used in the study reveals in great detail the clandestine homes built on land not apt for urban development (via scans and visual detection techniques using the available series of ortho-rectified aerial photographs), particularly those at flood risk (determined by SNCZI cartography). This reveals deficiencies in risk management and land use. Also, the information leads to the conclusion that current action from the Administration is ineffective in preventing any risk of flooding, and that the risk is known, but ignored.
- ItemNeoliberal Lakeside Residentialism: Real Estate Development and the Sustainable Utopia in Environmentally Fragile Areas(2022) Hidalgo, Rodrigo; Sarella Robles, Maria; Alvarado, VoltaireThis article exposes the central role played by neoliberal real estate development in the transformation of two lakeside cities in southern Chile. The concept of neoliberal lakeside residentialism addresses the ways in which commercialisation of the natural world in tourism hotspots is comprehensively reshaping the environmentally fragile Andean lake district. Specifically, we hypothesise that this green utopia is rapidly becoming a dystopia as a result of the aggregate effects of real estate development on environmental sustainability. In order to analyse these tensions, we conduct a case study in the districts of Villarrica and Pucan, both located within the Lake Villarrica watershed. There is evidence of territorial metamorphosis of the Araucania Region as areas popular with tourists are increasingly being closed off by large-scale real estate operations. We find that this "anomalous" rate of urbanisation is indeed affecting sustainability in the territory, both environmental and social, concluding that regulation of these processes is needed in order to preserve both the natural and cultural wealth of the study area.

- ItemWaterfront market integration: housing and sustainability in Chilean urban policy (2000-2018)(2022) Hidalgo, Rodrigo; Alvarado, Voltaire; Paulsen-Espinoza, AlexSince the 1970s, urban policies in Chile have declared their objectives to be the common good and social and urban integration. After a considerable period without any form of national-level urban policy, the National Urban Development Policy (PNDU) was implemented in 2014 and includes sustainability and social integration as its central objectives. Based on friction between the subsidised housing model and the transformation of nature into waterfront cities, the present article explores the spatial and social effects of the PNDU. Using a methodology based on descriptive geography, the study addresses guideline documentation, official geolocation data, and policies for subsidisation and transformation of nature in these cities. It is concluded that the current policy is vague in its guidelines, forcing assemblages which, given the city-territory condition of waterfront cities, suggest these to be sustainable and inclusive due to the mere fact of their location.
